I found recently a good app called Clover Paint on Play Store, with plenty of features that don't exist in similar apps. It has various brushes and tools such as smudging, selection, rotation and layers. After saving and installing the APK file to my 4.3" Android phone, I gave it a try and loved its ability to do a lot of stuff, almost like what Photoshop does. The only thing that annoys me is that the navigation of the app is quite messy. It's hard to control opacity and brush choice since you have to hit three or four times to reach the tools.
I did a portrait with the app, though. And here's my girlfriend Sury Samsurya painted using Clover, and finalized using Autodesk Sketchbook.
